Any idea how I can ged rid of this "Windows needs your permission" prompt when open programs? rather anoying if you ask me

Well true, but when it runs every single user including the administrator as a standard user, it can be a real pain in the behind.
And the Security Center should have a dickie-fit if you turn it all off anyway.

I think this 'feature' is going to be a total flop to be honest.
As an admin I would prefer to be able to work as a normal user for the most part, able to do my regular admin tasks without annoying popups asking for my consent, but with warnings for things that are not usual behaviour for me.
It would be much better for Windows to maintain a list of tasks that you are happy with in a similar way to the IE 'allow popups from this site' type approach. Trusted tasks could be maintained as a user specific setting. Untrusted tasks would prompt as normal as defined by the security policy setting.
As it stands I think most people will simply switch it off.

Are you sure you're checking in the Group Policy Editor (in the Admin Tools) and following the article guide 100%?
Also, which build of Vista are you using? I believe that UAP really kicks in in 5259 which was a TAP preview only.

This is also wrong Go to the Start menu, Control Panel, then Administrative Tools and open up the Local Security Policy
No Local Security Policy there either only Security Configuration Management

In MacOS there is something similar in the interface - whenever some sort of serious admin activity is happening, it challenges the admin password. But it's reasonable, it asks quite simple questions in human language.
Here it's a bit of overdo. How, tell me, a regular user is supposed to react on the following question "Allow DLL run as a ...." The next one is a call to helpdesk: "What's DLL????"
